Background

Médecins Sans Frontières (MSF) is a leading international independent medical humanitarian organisation, providing expert medical relief to vulnerable populations at times of conflict or disaster. Operating in over 71 countries, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities.  MSF Netherlands in Italy coordinates the Search and Rescue operations in the central Mediterranean which provide lifesaving activities and basic assistance operating with own ship.

Scope and objectives of the position

Define and implement logistics strategies (Tech logistics & supply) and support to the field, ensuring the pertinence and coherence of logistics programmes, adequacy of the means provided and the compliance of MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects.

Accountabilities
  • The SAR Supply/LogCo is part of the coordination unit for SAR and will be responsible for all supply related issues and accountable for all Tech Log related issues designated to the Deputy Logistics Coordinator.
  • S/he will supervise the Deputy Logistics Coordinator directly and provide a functional line to the log and supply managers in Sicily.
  • The SAR Supply/LogCo is accountable, but could delegate to Deputy Logco, for all Port Agent matters related to supply and services, and responsible for liaising with respective counter parts on legal compliance issues (e.g. customs, duty, etc.).
  • The SAR Supply/LogCo will be responsible for adaptation of all Supply Handbook and Strategy, to ensure they are adjusted to SAR specific context and ensure their implementation. S/he must develop an agile and dynamic supply chain strategy that ensures continuity and efficient support for the SAR operations
  • The SAR Supply/LogCo ensures regular reporting on performance in supply chain management and other logistical fields of expertise (where applicable) is carried out and that resulting reports are complete and consistent. This includes the reports concerning Vessel Management.
  • The SAR Supply/LogCo liaises between the advisory team and the log team for all matters and is the focal point for supply/logistics for SAR towards the HoM but also towards other departments, being able to delegate to Deputy Logco its management.

S/he will be:

  • Responsible for monitoring the efficient implementation of the overall supply procedures (demand planning, procurement, importations and exportations, warehousing, distribution and transversal activities) and the use of tools to support the different supply activities, proposing adjustments when needed
  • Responsible for anticipating risks linked to the supply chain, defining action plan to mitigate those risks and implement it through a long-term strategy involving specialists (finance, legal…). In particular, the Supply Chain Management of medications (including controlled medications), and ensuring adherence to Italian and Maritime supply, stocking and disposal regulations.
  • Final responsible for validating the use of the supply related third parties (suppliers, transport companies, freight forwarders, etc.) together with the technical referents when needed
  • Accountable for the applied security measures within the mission. Oversight and support in ensuring that both maritime and land locations and vehicles are safe environments for every person within them.
  • Lead in the development of the understanding of safeguarding within the Logistics department, and the application of measures that ensure we are identifying and reducing all forms of risk beyond those that fall under the terms ‘safety’ and ‘security’.
  • Provides advice and inputs for the Supply Manager in coordination and projects for preparing activity resources plans and budgets for carrying out supply logistics support activities, as part of the control cycle planning & budgeting.
  • The candidate is expected to have a valid driving license that is accepted in EU, and willing to drive.

 

Requirements 

Education

  • Essential: degree and specialization in Logistics, supply or technical project coordination.

Experience

 

  • Essential: working experience of at least 2 years in relevant jobs and previous humanitarian experience in MSF or other NGOs in developing countries.
  • Highly desirable: previous SAR or maritime experience either in supply/logistics ashore or on-board.

 

Languages

  • Essential: English C1
  • Desirable: Italian B2

 

Knowledge

Essential:

  • Unifield experience and understanding

Desirable: maritime and port understanding. Willingness to learn essential.

Conditions

 

Contract: Fixed term contract, Full-time, 12 months.

Level I of Italian CCNL Commercio Terziario Distribuzione e Servizi.

Candidates should hold a work permit to work in Italy.

Gross Annual Salary: euro 42.700 – 46.116 depending on MSF experience of the candidate

Location: based in Roma (Italy) With regular travels to Sicily at home port
