Background
Médecins Sans Frontières (MSF) is a leading international independent medical humanitarian organisation, providing expert medical relief to vulnerable populations at times of conflict or disaster. Operating in over 71 countries, MSF provides both life-saving emergency relief and longer-term assistance to make basic healthcare services available to the most vulnerable or excluded communities. MSF Netherlands in Italy coordinates the Search and Rescue operations in the central Mediterranean which provide lifesaving activities and basic assistance operating with own ship.
Scope and objectives of the position
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.
Main responsibilities

Specific Accountabilities
- Perform cash and bank transactions; verify supporting documentation; code and record transactions in UF; and maintain accurate records in compliance with MSF standards and local finance policies.
- Carry out monthly reconciliations prior to the closure of accounts, including bank reconciliations and review of monthly bank statements, ensuring accuracy, quality, and timeliness.
- Assess financial risks at project level and propose appropriate mitigation measures.
- In collaboration with the Logistics and HR Department, follow up on contracts with third parties, ensuring timely payments and renewals.
- Ensure proper financial archiving at mission level.
- Monitor and manage per diems for all staff, including vessel-based staff, shore-based staff, and visitors.
- In close collaboration with the Project Coordinator (PC) and the Finance/HR Coordinator (FinHrCo), contribute to forecasting and budget monitoring in WeFin.
- Support the FinHrCo in drafting and updating finance policies and procedures
The Finance and Accountancy Manager is the sole finance focal point at project level.
Requirements

Education |
· Bachelor degree in finance and accounting or relevant qualifications in finance and accounting. |

Experience |
· Proven experience in accounting, financial analysis, budgeting, auditing, reporting and donor compliance. |

Languages |
· Fluent written and spoken English essential (C1) · Essential Italian (C1) |
|
Knowledge |
· Advanced level knowledge MS Office (specifically excel) · Knowledge of fiscal regulations in the Italian humanitarian sector and SAR is a plus. |

Conditions
Contract: Fixed term contract (12 months), full-time. Level II of Italian CCNL Commercio Terziario Distribuzione e Servizi.
Candidates should hold a work permit to work in Italy.
Gross Annual Salary: euro 36.680 – 39.620 depending on MSF experience of the candidate
Location: based in Licata (Sicily) with occasional travel required to the coordination office in Rome
